Saint Augustine’s College has made an annual security report pursuant to the Student Rights To Know and Security Act that enables students and employees or possible applicants information regarding crime statistics and personal safety. Saint Augustine’s College annual security report indicates to the college community the problems faced by its Campus Police Department, progress and numerous activities. The Campus Police Department has directed its efforts primarily at prevention and service and provides to you its functions in this report.
Saint Augustine’s College located in Raleigh, North Carolina is a four-year liberal arts college and offers BA and BS Degrees.
Reporting Criminal Actions or Other Emergencies on Campus
Saint Augustine’s College Campus Police have committed itself to maintaining social order to the college community. The department encourages the reporting of crimes and emergencies. The Campus Police Department operates 24 hours a day to enhance safety and the well being of the college. Officers enforce various laws, regulations and rules that have been set forth by the State of North Carolina legislation and those granted by the Saint Augustine’s College Board of Trustees.
Crimes and emergencies may be reported in several ways. The reporting person may call Campus Police information center at (919) 516-4911 or any Campus Police Department personnel, such as the Chief of Police, Campus Police Officers, Campus Security Officers to make a report. They may also use the campus emergency call boxes on campus to speak to the department dispatcher who monitors the activation of all the call boxes to assist anyone who may have a need for service. Be aware that the Campus Police dispatcher has the capability of accessing police personnel to include Campus Police, Raleigh Police Department, State Capital Police and the Wake County Sheriff Department. If there are needs for fire or rescue service the dispatch will also access City of Raleigh or Wake County.
Saint Augustine’s College Campus Police also encourages those in need of reporting an emergency or crime immediately when not able to use the above resources to contact any college official such as the Vice President for Student Affairs, Associate Vice President for Student Affairs, the Dean of Men/Women, the Director of Student Development Center and they will assist you in your request to make a report. These individuals have means of accessing the Campus Police and obtaining other assistance as needed.
Saint Augustine’s College Response to Reports of Emergencies or Criminal Activity
All complaints and emergencies are responded to immediately. Calls for service is always presumed to be a priority to ensure the necessary assistance given to the requestor. Officers investigate all incident calls and if the officer does not resolve the matter, he is required to inform his supervisor who will make a decision if further assistance is needed. Contact will be made with the department investigator or with his or her superiors for assistance from other agencies. The Campus Police Department policy requires all emergencies and crime reporting be reported on incident report forms. These reports receive special attention to resolve any issues that may be of concern. The Campus Police investigator is required to do a follow-up on all incident reports to determine if further action is required. After careful review of any incident the Campus Police Department will make proper notification if needed with the college administration to ensure safety.
Access to Campus Facilities and Security as it Relates to these Facilities
The college can restrict access to members and non-members of the college community to its facilities. The college property on the main campus is fenced in with all entrances capable of being monitored. The main entrance to the college is operated 24 hours a day, 365 days a year to help screen all incoming traffic to the college. Facilities are open daily for regular business hours and building security checks done 24 hours a day by the Campus Police Department to try and ensure the safety, health and welfare of the college community.
Keys are given only to authorized personnel. These individuals are usually administrators whom have received keys as needed to access their offices or facilities for daily operational of the college. If necessary I.D. screening is performed, members of the college community are encouraged to have proper identification at all times. Outside community members gain access to building only through authorization and usually during business hours.
Security procedures are put in place by the Dean of Men/Women to ensure safety. Doors on the resident halls usually remain lock 24 hours a day and require an issued key to gain entrance by a resident of the residential hall. Residents whom lose their keys are requested to inform the residential supervisor immediately so that proper steps may be taken to ensure safety.
Preventive material from the Campus Police is offered to residents to promote security consciousness and to encourage the protection of their property as well as their safety. Security checks of the residential halls are conducted 24 hours a day. Residents are still requested to observe all security procedures such as locking their doors and reporting thefts, restricting unauthorized occupants.
Assistance for any repair request should be made with the residential hall personnel who will notify the Dean of Men/Women.
All other facilities not designated as instructional or residential are managed by a manager designated by the college administration.
Campus Police Jurisdiction and Authority
The Campus Police are governed under Chapter 74E-6 of the North Carolina General statue and while in the performance of their duties of employment, have the same powers as municipal and county police officers to make arrests for both felonies and misdemeanors and to charge for infractions on any property owned or leased to the college and that portion of any public road or highway passing through such property and immediately adjoining it wherever located.
The Campus Police Department maintains a policy that assures all crimes will be investigated that is reported and encourages the prompt reporting of any crimes on the college campus. If the Campus Police don’t have the resources to investigate a crime, for further investigation will be requested by the Raleigh Police, Wake County Sheriff or State Bureau of Investigation. Various crimes such as sexual assault sometimes require the assistance of other agencies but all information provided is kept strictly confidential in regards to the victim as it pertains to disclosure of crime statistics.
Victims of sexual assault whom wish to pursue criminal charges or wish not to pursue charges are assisted with finding counseling if desired thorough the Student Development Center or by the Campus Police who will also provide a list of agencies that may assist the victim.
Education in Prevention and Preventive Programs
The Campus Police stresses crime prevention in several ways to the community it serves. Students and employees are educated about their own security responsibilities through discussion sessions and orientation processes. These sessions are usually conducted at residence halls, college events and upon request. Crime prevention flyers and pamphlets detail services provided by the Campus Police Department, and the Student Development Center.
The crime prevention officer prepares material annually to assist with prevention, and identifying means of tracking stolen personal property. Tips on safety are posted daily around campus. The Student Development Center is available to assist presenting programs that address the following:
Policy Concerning the Monitoring and Recording of Criminal Activity Engaged by Off-Campus Student Organizations
Saint Augustine’s College attempts to be aware of all student activities but has no knowledge of any off campus organizations.
Policy Regarding the Possession or Use of Illegal Drugs and Alcoholic Beverages
The Saint Augustine’s College campus is viewed as a dry campus. All laws on the use and sale of alcoholic beverages or illegal drugs are enforced. The college prohibits the following on it premises:
The manufacture, possession, use sale, distribution, dispensation, receipt or transportation of any controlled substance or illegal drug;
The consumption of alcoholic beverages
Being under the influence of alcohol or illegal substances
Performing duties while under the influence of alcohol or controlled and/or illegal substances whether on or off college premises when ever representing the college by students or employee’s
Officers charge violators of this policy through the use of criminal citations and enforce all under age drinking laws. Students and employees of the college who violate this policy may be subject to disciplinary action, up to and including immediate dismissal from the college. The Campus Police Department works closely with other college departments to assist and provide victims of alcohol and drug abuse of programs available to them. Materials from the college and out-side agencies are readily available and upon request.
Materials are distributed to the college community and posted at the various facilities as measures to insure the personal safety of the campus population. Crime prevention material informs individuals on how to avoid sexual assaults, tips of safety and what to do in the event you are sexually assaulted.
Victims of a sexual assault are instructed to report the incident to the Campus Police immediately without delay. Victims are advised by crime prevention material not to disturb the area of the incident location, advised not to remove clothing, do not wash any body parts and try and preserve any evidence pertaining to the sexual assault.
Officers are advised when investigating any sexual assault to preserve the crime location, gather all available information, and to advise the proper authorities immediately such as a sexual assault investigator so he/she may have access to any needed information to properly conduct the investigation.
Assistance to sexual assault victims on campus is offered by the Student Development Center, or the Student Health Center and the Campus Police Department whom also aids the victim in getting assistance from numerous victim assistance programs offered by off campus agencies. Any crimes reported on sexual assaults are investigated and the proper legal action pursued.
Saint Augustine’s College prohibits sexual harassment in the work place. Any student or employee whom has a complaint of sexual harassment are to report such conduct to appropriate officials to include their immediate supervisor or the Personnel Director. Impartial investigations are conducted on all cases alleging sexual harassment. The college will take appropriate actions based on the outcome of the investigation.
