Introduction
  It is a privilege and not a right for a person to keep or operate a motor vehicle on the campus of St. Augustine's College. Each student, faculty, and staff member must agree to comply with the rules and regulations set forth by St. Augustine's College. The College reserves the right to withdraw motor vehicle parking or operating privileges from any person. The Parking regulations set forth in this booklet are designed to control the flow of traffic, protect pedestrians, permit access of emergency vehicles and provide parking spaces fairly and as conveniently as possible for students, faculty, staff, and campus visitors. These regulations apply to anyone operating a motor vehicle on St. Augustine's College Property.
Purpose
  This manual explains the policies, procedures, rules, regulations, and penalties established by the college to control parking and traffic on campus. It states the conditions under which employees, students, and visitors to the campus may park. It also list the penalties imposed for the violating the conditions set forth in this manual.
Policy
  It is the policy of the St. Augustine's Campus College Police Department to assist employees, students, and visitors as much as possible consistent with the St. Augustine's College Parking Rules and Regulations.

Neither St. Augustine's College nor it's employees assume any responsibility for the loss from theft or damage to vehicles parked in college parking areas or operated on the campus, or injury to the occupants of such vehicle unless it is clearly established that such damage or injury resulted from an act of a SAC employee in the performance of his/her duties or from the negligence on the part of SAC. The college urges automobile owners to acquire adequate insurance to cover such losses or damages.

Authority
  The Traffic Rules and Regulations are the result of deliberations by the Traffic Committee an the Campus Police Department. Several regulations are pursuant to the North Carolina Motor Vehicle Laws and N.C. General Statues. The Traffic Rules and Regulations are effective at the beginning of each school year and are subject to change without notice. These provisions apply to the operators of all vehicles, whether public or private, and are in force twenty-four (24) hours a day, unless otherwise specified. The aforementioned authority authorizes that:
  • Regulate the parking of vehicles;
  • Provide for impounding of vehicles in violation of the Traffic Rules and Regulations;
  • Regulate the towing and immobilizing (booting) of vehicles on and from campus; and Provide for the issuance of campus and N.C. Uniform Citations by an officer for a Violation of Traffic Rules and Regulations and state Motor Vehicle Laws.
Scope & Applicability
  The rules, regulations and procedures of this guide apply to all property owned or leased by SAC. All SAC employees, students, and visitors to the campus are subject to the provisions of this guide. Administrative or legal action, as appropriate, will be taken in cases of violations occurring on owned or leased SAC property.

  • Visitor: Any person visiting the College who is not a student or employee. This includes members of the general public, employees of other agencies, vendors, and contractors.
  • Driver: Person operating a registered or unregistered vehicle on SAC property.
  • Parking Space: A specific boundary of uniform, painted lines with varying dimensions indicating the boundaries within which a vehicle should be parked for orderly and efficient utilization of spaces and protection of adjacent parked cars. Additionally an area marked by signs posting (PARKING) where painted signs indicating boundaries are not present.
  • Vehicle Registration Form: The basic data form used to request a parking permit (decal) and to register a vehicle with the Campus Police Department. The form contains identifying information about the driver and the vehicle being registered.
  • Reserved Parking is set forth in the SAC Parking Rules and Regulations Manual and the permit may be obtained from the Lynch Hall, First Suite.
  • Permit: SAC Parking Decal, the display of which constitutes permission to park on the SAC Campus until expiration date of the permit.
  • Temporary Permit: A parking permit issued to a person that have purchased a SAC Parking Permit and are temporarily using a non-registered vehicle.
  • Visitors Permit: A parking permit issued to visitors for temporary parking for a limited time and specified date only.

Responsibility & Function
  The SAC Campus Police Department; A branch of the Dean of Students Office is responsible for:
  • Developing and promulgating policies, procedures, rules and regulations concerning parking and traffic within the SAC community.
  • Controlling parking assignments to the parking facilities in the SAC Community. This includes, but not limited to, issuing parking permit, determination of appropriate parking spaces, and the necessary recordkeeping.
  • Coordinating parking and traffic matters within St. Augustine's College and with other Federal, State or local agencies.
  • Initiating administrative enforcement of traffic and parking rules and regulations.
  • The SAC Campus Police Officers and Campus Security Officers continuously patrol all of the parking areas and roadways by foot and car to check for vehicles parked in violation of the regulations and to record space utilization information.
  • The SAC Campus Police Department is responsible for providing instructions and permits to anyone requesting such assistance.
  • All employees are required to observe the rules and regulations prescribed in this manual. They are required to inform a non-employee driver, with whom they may have occasion to ride, of the rules and regulations governing driving and parking at SAC. Furthermore, they are expected to be courteous to and considerate of their fellow employees when operating a vehicle on the SAC campus.
  • All department heads are responsible for the visitors to their Department; to make sure they are aware of the SAC parking rules and regulations, and that a temporary parking permit must be obtained.
  • Special Events Coordinators must obtain temporary parking permits for their visitors and guests, r make parking arrangements with the Campus Police Department before the event at least three (3) days prior to the date of the event to include all summer programs.
  • The owner or custodian of a vehicle is responsible for all parking/traffic violation (s) issued on his/her vehicle.
  • The driver of a vehicle is responsible for any traffic violation notice (s) ticket (s) issued for a moving violation. EXCEPTION; In a moving violation where the driver is not stopped, the owner is responsible in lieu of identification of the driver.

Information & Assistance
  The SAC Campus Police Department is located on the first floor level of Lynch Hall. Questions or comments regarding parking permits or assistance with parking problems can be made at that location or by dialing Ex. 4888, 5202 or 4245 Monday through Friday, 8:30a.m. to 4:30p.m.

Concerns regarding general information, visitor information, vehicle assistance, etc., can be obtained by stopping by the Information Center located at the south front main entrance of campus on Oakwood Ave., or by dialing Ext. 4911 or 4192 seven (7) days a week and 24 hours a day.

Return to Top Parking Registrations & Permits

This sections describes the requirements and procedures for obtaining a parking permit for the SAC campus. Staff/faculty and students who desire to operate a self-propelled two and four wheel vehicles on campus, excluding mopeds, are required to register their vehicle (s). Parking decals must be purchased from the Lynch Hall, First Suite. A vehicle is not considered registered until a decal is displayed in accordance with the display guide. Replacement decals will be at the original cost.
  Prior to filing out a Vehicle Registration Form the following items must be presented:
  • A valid vehicle registration certificate for each vehicle to be registered,
  • A valid state driver's license.
  • A validated St. Augustine's College ID or proof of college registration must be presented at the time of registration.
  • An application for a parking decal may be obtained from the Lynch Hall, First Suite. All faculty, staff, and students operating vehicle (s) on campus must register them with the Campus Police Department.

Special Medical Arrangements (Handicapped Parking)
  Saint Augustine’s College does not issue permanent handicapped decals or permits, however, we do recognize all state handicapped plates or placards. Saint Augustine’s College do issue temporary permits, to be used on this campus only, to any student faculty or staff who has a temporary infirmity that warrants the use of handicapped parking privileges for a limited time. The temporary permit will be placed on the driver’s side of the front of the dashboard of the registered vehicle. The temporary handicapped parking permit does not take the place of the regular registration requirement. To utilize handicapped spaces, you must meet State requirements. Vehicles parked illegally in handicapped spaces will be subject to one or more of the following:
  1. Issued a Campus Parking Citation.
  2. Issued a N.C. Uniform Citation
  3. Vehicle immobilized (booted), or
  4. Vehicle towed
Executive Arrangements
  Executive staff are assigned to reserved parking spaces. 
These spaces are reserved 24 hours a day, seven days a week.
Visitor Permits
  A visitor to the campus may obtain a visitor’s parking permit from the Information Center, which is located at the main entrance off Oakwood Avenue. Visitor permits are good only for the date (s) stamped on them.

Valid Parking Permits (Decals)

  a. Possession of a valid decal is evidence of a vehicle registration for the academic year for (faculty/staff) or the academic semester (students).

b. A decal is valid only when it is properly displayed, is visible, and not suspended, altered, or revoked by the SAC Campus Police Department.

c. The license plate on the vehicle must correspond to the license plate number registered with the SAC Campus Police Department. Parking permits are NOT transferable to an unregistered vehicle. Violators will subject the vehicle to a fine ranging from $25.00 up to $100.00 for each occurrence and parking privileges revoked.

Application & Display
  All decals must be displayed in a way that is visible from the front outside of the vehicle. All decals must be placed on the driver’s side of the vehicle as indicated on display guide. Exception: State which vehicle is registered in disallows the posting of any item in that location. Proof of state laws must be presented at the time of vehicle registration.
Unauthorized Display—The following conditions constitute unauthorized Display of SAC Parking Decal.
 
  1. Display of a permanent parking decal on any vehicle other than the registered vehicle.
  2. Display of a decal on any vehicle not registered with the SAC Campus Police Department or displayed a license plate number not registered with the SAC Campus Police Department. Except during the period between the issuance of new license plates be the State and the registration with the SAC Campus Police Department.
  3. Display of a decal in an area described in item I. Above not meeting the guidelines also described above.
  4. Display of decals reduced or increased in size. Altered or fictitiously reproduced.
Replacement & Newly Acquired Vehicles
  To receive a replacement decal, complete a vehicle registration form, show proof of loss of original decal, or the original receipt. Give reason for requesting a replacement. Reason may include vehicle being stolen, or damaged. A fee $5.00 is charged for replacement decals. Newly acquired and/or replacement vehicles purchased after employment and/or academic registration must be registered on the first business day that the vehicle is brought on campus. Revocation and Removal of Permits
  1. Anyone failing to meet the regulations set forth in this book for obtaining a parking permit will be charged accordingly and may lose parking privileges on campus.

2. Authorization to park in reserved spaces, reserved areas, or non-reserved areas is terminated or revoked by the conditions or actions listed below. Permits, controlled gate cards, other items, etc.; must be returned to the SAC Campus Police Department.

  a. Disposal of the registered vehicle by the permit holder.

b. A permanent change in parking assignments. This includes a change form one parking area to another, a change form non-reserved to reserved or reserved to non-reserved, from one reserved space to another.

c. Any new registration by the SAC Campus Police Department and the Traffic Committee revokes all arrangements made during a previous registration period. Decals form previous registration period. Permits/decals from previous semester should be removed form the vehicle. Failure to comply will result in fines and assessments.

d. Authorization to park at SAC may be revoked in the course of administrative or judicial enforcement procedures.

Traffic Rules and Regulations
 
  1. The Traffic Rules an Regulations are in effect at all times including Saturdays, Sundays. And holidays unless otherwise specified. They are applicable to all person operating vehicles on the SAC campus.
  2. Pedestrians and operators of motor vehicles must obey all lawful instructions of the Saint Augustine’s College Campus Police Department Officers at ALL times. The authority of the officer should not be questioned or challenged at the time; the order should be obeyed and any complaints should be directed in writing to the: Chief of Campus Police, Lynch Hall, 1315 Oakwood Avenue, Raleigh, North Carolina 27610.
  3. The speed limit on campus is 15 miles per hour, unless otherwise posted. The posted speed will be strictly enforced.
  4. Stop signs, whether posted or painted on the road surface, require the driver to bring the vehicle to a complete stop before proceeding into the intersection, unless he/she is directed to do otherwise by an officer on traffic duty.
  5. Drivers should be extremely cautious in areas of contiguous to buildings and areas that must be crossed to reach parking areas or other areas to include public transportation….
  6. Pedestrians must use sidewalks, crosswalks, and walkways. Walking on lawns and other planted areas is prohibited.

G. N.C. Department of Motor Vehicles (NCDMV), requirements specify that a driver should not leave the scene of an accident without properly identifying himself/herself. ALL accidents must be reported to the St. Augustine’s College Department of Campus: Police, located in Lynch Hall or by dialing the {dispatcher at 919-516-4911. By state law, accidents involving vehicles in which bodily damage to one or both vehicles appears to be $1000 or more shall be reported on SAC Campus Police or the proper law enforcement agency.

 
Parking Rules and Regulations
  A. General Parking:
 
  1. Parking rules and regulations are in effect at all times and apply to all persons parking a vehicle on campus.

2. In all areas where there are painted lines, the driver must park within the marked spaces so that the painted lines show on both sides of the vehicle.

3. In parking areas were there are no painted lines, the driver must park in a uniformed manner as to allow other vehicles to be parked uniformly.

4. In parking areas along the curbs, the driver must park paralleled to the curb. The two wheels on the side of the vehicle nearest the curb should approximately twelve inches of the curb.

5. Vehicles must be parked so as not to obstruct the free flow of vehicular or pedestrian traffic in roadways or marked crosswalks.

6. No vehicle may stop or park within 15 feet of a fire hydrant or in such a position as to impede access to a fire hydrant.

7. Parking is not permitted on any roadways, grass, sidewalks, or driveways unless otherwise posted.

Employee Parking
  1. General Parking: A driver with an assigned space may not use an un assigned area if the space is available. Reserved Space and Reserved Area Parking.

2. A reserved spaced or lot marked with a posted or painted sign is reserved Monday through Friday from 8:00am till 5:00pm unless otherwise posted, as indicated by the sign markings, for the sole use of the employee assigned to that space.

3. Any faculty/staff member with a reserved parking space, upon finding the space occupied, may park in any non-reserved space provided in SAC parking decal is displayed and the SAC Campus Police Department is notified.

4. Unauthorized vehicles parked in reserved space will be ticketed, towed or immobilized at the owner’s expense.

5. Motorcycle Parking: Motorcycles may be parked in designated areas with parking permit. Only Motorcyclist with a permit are allowed on the main campus. It shall be unlawful to operate a motorcycle on campus without the use of prescribed headgear for the protection of the operator and the passenger. Motorcycles may be parked only in areas designated “FOR MOTORCYCLES ONLY”. 

Official Visitors Parking

  1. A visitor arriving before, during or after normal business hours may obtain a visitors parking permit from the Information Center located near the front entrance of campus off Oakwood Avenue.

2. A visitor who has obtained a visitor’s permit, may park in any space, other than a posted reserved area. The visitor’s permit should be displayed on the front dashboard of the vehicle in a manner that it may be clearly visible from the outside of the vehicle.

3. FACULTY, STAFF, AND STUDENTS, ARE NOT PERMITTED TO PARK AROUND THE QUADRANGLE. THESE AREAS ARE FOR VISITORS TO THE CAMPUS.

Special Parking Authorization
  1. Fifteen (15) Minute loading and Unloading of vehicles in front of academic, administrative and residence hall buildings, by leaving on the vehicle flashers. Following these procedures, the vehicle will be permitted to park without being in violation for that period of time. If the vehicle is timed longer than the allowable period of fifteen (15) minutes, a citation will be issued, or vehicle removed by towing if it is impending traffic.

2. Contractor’s Permits: The Campus Police Department will issue parking permits to all contractors and their employees, authorizing them to park in specific areas.

3. A driver may wait for a short time for passengers if he/she remains in the vehicle and does not block the flow of traffic, but must move immediately when directed to so by an officer. Waiting drivers may not stop in spaces indicated: No stopping/standing, Handicapped Parking, Fire Lane, Police or Emergency, Vehicle Only.

4. In the event of illness, physical incapacity or extreme emergencies, a driver may pick-up or discharge passengers at any entrance to any building. Employees using these methods of transportation are responsible for directing drivers to the appropriate entrances.

Vehicle Repair Service
  1. A driver whose car breaks down, runs out of gas, etc.’ on campus must notify the Campus Police Department immediately if the car is not properly parked within marked spaces, in a unmarked area designated for parking, is somewhere other than assigned space, or is left on the property after hours for which his or her permit is valid. If the Campus Police Department is not notified, the vehicle may be subject to fines or towing) NOTES LEFT OR VEHICLES ARE NOT ACCEPTABLE).

2. A service mechanic removing a disable vehicle for emergency service may leave his or her own vehicle in the space from the vehicle is being removed. Provided it is properly identified as a service vehicle either by firm’s name being lettered on the side or by a company card or sign plainly visible in the windshield. Before removing a vehicle, the mechanic must notify the vehicle being removed, the area, the license plate number on the vehicle and who authorized the removal. Faculty, staff and students are responsible for informing the service mechanic of these requirements.

3. Except for emergencies, major repairs may not be performed on SAC property.

Enforcement Procedures

 
  1. The rules and regulations in this manual are enforced by the SAC Campus Police Department officers are authorized to issue a SAC Campus Traffic Citation and NU Uniform Citation (State Citation) in the enforcement procedure. Anyone who receives a ticket or citation must comply with all the pertinent information printed on the front or the back in a timely manner or as directed by additional directives written by the officer.
  2. Violations and Fines: The following are violations and their fines as they appear on the Parking Citation notice (ticket):

Appeals
 
  1. Parking Citation Notice (PCN) recipients must either pay the fine within ten (days) or request an appeal within three (3) days form the issuance date of the citation. Appeals should be directed to the Chief of Campus Police in writing within the aforementioned period. Appeals will be forewarned from the Chief of Police to the Appeal Committee. No exceptions will be made. Appeal forms may be obtained from Hunter Building Room 204 (Student Affairs) or the Information Center.
  2. Persons making a written request for an appeal will be notified in writing and or by telephone of the date and time of the hearing. Failure to appear will result in the payment expectancy of the citation(s). All violations double after (10) days and will increase by $5.00. Payment should be made in the Cashiers Office located in the basement of the Hunter Administrative Building between the hours of 9:00am and 3:30pm. Ticket must accompany payment. Receipts will be issued for payments made in person. Payment can be made by mail to:

If payment is mailed, you must pay by money order or certified cashier’s check. Personal checks are not accepted without prior approval. There will be a $30.00 service fee for returned checks as allowable by law.

Immobilization (Booting)
  Vehicle immobilization (booting) is procedure used to immobilize a vehicle from being moved from a parked (fixed) location.

A list of vehicle tags and or decal with outstanding Parking Citation Notice (PNC) is generated on ongoing bases, to identify vehicles and subject them to immobilization, (booting).

A vehicle identified with five (5) unpaid citations or the dollar amount of $60.00 unpaid citations will be subject to immobilization, (booting). A vehicle immobilized will not have the device removed until all outstanding fines and removal fee in addition to the total amount of unpaid citation (s).

Vehicles immobilized (booted) weekdays Monday through Friday with fines/assessments not being cleared prior to 4:30pm will not release until payment is made in accordance with departmental procedures established by the Chief of Campus Police.

Payment for the removal of the immobilization device and outstanding parking Citation Notice (s) (PNC) must be made in cash, money order or certified cashiers check. No personal checks will be received without prior approval. Personal checks will not be accepted during the weekend or during holidays.

Persons found or identified without authorization removing, attempting to remove, tampering or causing damage in any manner to the immobilization device (boot) will be charged criminally for such act (s) and assessed for damages to said device.

Cost of damaged Immobilization Device could be high as $500.00

Other Procedures

  A. Any unpaid Parking Citation Notice (PNC) fines will result in denial of vehicle registration for subsequent semesters for the owner or operator of the vehicle. Repeated violations will subject the vehicle to immobilization (booting).

B. SAC Student Unpaid Parking Fines: all unpaid fines that are delinquent more than forty five (45) days will cause a flag to be placed against the student’s account. The student will not be allowed to register until the account is paid in full.

C. SAC Faculty/Staff Unpaid Parking Fines: All unpaid fines that are delinquent more than ten (10) days are considered debts owed to the College. Notice of unpaid fines will be submitted to the Human Resources Department and the accounting Payroll Clerk. No deduction will be made until the employee has been given notice of the proposed deduction in a letter from the Human Resources Department with the opportunity of ten (10) days of letter issuance given to rebut the claim.

D. Towing of Vehicles: Unpaid parking fines could result in the revocation of SAC campus operating/parking privileges until paid in full. Vehicles found on campus with unpaid fines will be either towed or booted at the owner or operator’s expense. All towing. Impound fees; fines and PCN violations must be paid before the vehicle will be released.

Towing & Impounding
  Vehicles parked in reserved spaces, roadways, fire lanes, handicapped spaces, grass plots, blocking trash dumpsters, abandoned vehicles, and other violations as designed in the parking regulations, are subject to be ticketed and towed at the owner’s operator’s expense. Vehicles blocking other vehicles will be ticketed or towed. The process for retrieving a vehicle after it has been towed is as follows:
 
  1. Call the Campus Police Department at Ex. 4911 to verify that your vehicle was actually towed.

2. Find out why it was towed. All outstanding citations must be paid at the Cashier’s Office prior to 4:00pm on weekdays. Fines and citations paid after 4:00pm and on weekends and holidays must be paid by money order or certified cashiers check, using departmental procedures set fourth by the Chief of Campus Police.

3. A receipt will be given, along with a vehicle release form to the owner or operator to take to the towing establishment to recover the vehicle. Transportation to that establishment might be provided depending on the availability of officers and vehicles.
